In the anti-Communist world of the Vatican, the reigning Pope (John Gielgud) takes a stand against the Soviets by naming imprisoned priest Kiril Lakota (Anthony Quinn) a cardinal. Before long, the new cardinal is in Rome amid the politics and squabbles of other cardinals, including Leone (Leo McKern) and the more friendly Rinaldi (Vittorio de Sica). Kiril befriends a heretic priest named Telemond (Oskar Werner), but when Kiril is elevated to pope himself, he is tested by the Soviet leader (Laurence Olivier) who once imprisoned and tortured him and must go against his friend Telemond, while being subjected to the politics of the dangerous Leone.
